Arbitrator Messengers or the Heavenly troops are creatures that appear randomly or can be summoned. However they only appear to Arbitrators, they obey the Arbitrators commands, and convey messages such as inform the Arbitrator of emergency summons led by Aetheria Akasha. Aetheria send them to all Arbitrators, and they do their job since they are creature who simply obey their master and they are only creation. They disappear upon informing an Arbitrator about any situation.
Personality[]
All Arbitrator Messengers share the same personality. They can be both sarcastic, informative, showing pity on others, idiocy, simple-minded and very annoying. They can talk to Arbitrators and chat as well, since some of them are defective. They can also be nice, friendly, happiness, smiling and polite attitude. Arbitrators consider them to be important, because without the Messengers they would be totally clueless. Because they share the same personality, they consider all Arbitrators to be their master and guide them if asked a question. None of them can stay calm, due to their job. These different emotions are derived from the mood they are in, for example if one of them show pity on others, all others react the same personality as the same individual. When they are done with informing an Arbitrator they simply vanish. Aetheria would then create new ones if needed so, as they are disposable.
Appearance[]
Arbitrator Messengers all have the same appearance. they dot small wings that allows them to fly, which they resemble angels. They also wear a coat, hiding their inner clothes, tying them with a ribbon. Their face is hidden because of the hood they wear, and only the mouth can be seen. They are very small which helps them in their agility. During combat they grow in size and can stand on ground.
History[]
Arbitrator Messenger, never existed in the past Arbitrators who were in heaven. This is because they weren't needed, since all of the previous Arbitrators didn't use them. Or the method of creating one wasn't possible, and because all the Arbitrator were together in the Great Magic War, where they fought Deus Trinity. And since they are only 'messengers' there were no need to use them. But it is seen they weren't existed before in the first place.
In the current Arbitrator system, Arbitrator Messengers have been already been created and existed thanks to Aetheria. The system they work on was also made simple, and helpful.
Chronology[]
When Deus Trinity was revived, and is fighting the Trinity Seven. He unleashes catastrophic damage across the world. An Arbitrator Messenger with Aries whom they observe from afar, in one of the floating Arbitrator buildings. It comments how awkward it is, and Aries mentions how catastrophic damage can he cause after being resurrected. The messenger notes the referees are also busy. It then asks Aries if there is anyone she cares about, Aries doesn't give a straight answer, with saying 'this and that'. The messenger gets the point and find it interesting. It asks which demon has the right to enter the heaven, Aries doesn't say anything and their conversation ends.
Later when Arata and Hijri are about to start their fight, Aries observes on top of the Royal Bibilia School accompanied by a Messenger. She says that this is the first most important division of space-time. It asks if she is talking about the Singularity of Time. Aries mentions that today Arata will assassinate Hijri then he will be captured by the Goddess of Darkness.
An Arbitrator Messenger then come rushing to the bath where Maris, Faunaria and Aries are, to inform them that the leader of the Arbitrator has called of an emergency meeting. Faunaria inquires about the emergency meeting. It says that one of the Arbitrator who has been missing for a long time has returned.
An Arbitrator Messenger then come across Aries and Selina saying that the leader of the Arbitrator has called for an emergency meeting. It then informs Selina to come as well. Dozens of them suddenly appear cleaning the way, allowing the duo to pass.
Later on, they assemble as per Aetheria order to fight the Nornil Giant pillars, however they are brainwashed by Ulziwald pillar, and turn on their Arbitrators. They start attacking Aetheria and Maris, however this fails as Aetheria kills them instantly. On Faunaria's side she witness them as they are getting manipulated and brainwashed, and starts attacking her. Angered she slaughters them. Aries arrives, informing the latter the heavenly army memories have been meddled with so they are not protected against brainwashing attacks.
After the combined attack of Arata and Deus Trinity destroy the final Nornil Giant pillar, the heavenly troops celebrate their victory to the Arbitrators. They then have a party at each other with a flying space ship figure.
Abilities[]
Arbitrator Messengers can fly (which they always are) since their physical appearance doesn't allow them to sit on a proper way, neither walk. Also Despite their size they are very strong, as seen when they can lift the garbage out of the way between Aries and Selina. They are also extremely fast because of their job, they don't possess any skills, hence they are only messengers. They can locate each and every Arbitrator despite where they are.
When in combat, they are able to grow in size along their wings and can stand on ground. They can use weapons such as wielding a sword or a spear. They are also able to use their angelic wings to fly and shoot beams.

Arbitrators - Arbitators and them know each other. Their job is to rush and inform an Arbitrator if an emergency meetings are being held, or inform them about the subject at hand. They consider them their master and obey all of them. They are also capable of fighting when ordered to.
Aetheria Akasha - Aetheria is possibly their creator, because they cannot simply appear out of thin air. As well because she is the leader of the Arbitrators she can create them any number of times. She is shown to have absolute command over them, such as ordering them to fight and if they turn against her, she would kill them without hesitation.
